There are many things to pay attention to in Saudi customs clearance, the following is a brief introduction for you:
In terms of document preparation:
Commercial invoice + Certificate of origin + Bill of Lading (or shipping receipt) + other documents: insurance policy (if the exporter is insured), packing list and other documents should also be prepared. Additional documents may be required for special goods or if specified by the L/C.
Document certification: Commercial invoices, certificates of origin, etc., may need to be notarized by the public certification office, the certification of the local chamber of commerce of the exporting country, the certification of the exporting country - Saudi Trade Council and the certification of the Saudi embassy and consulate.
Goods information declaration: accurate declaration: Before the customs clearance of goods, it is necessary to carry out accurate self-assessment and declaration of exported goods, including the category of goods, tariff rate, value and other information, and to accurately declare duty-free information. The declaration information should be consistent with the actual goods, otherwise it may lead to delays in customs clearance or face fines.
Detailed description: The description of the goods should be detailed and accurate, consistent with the characteristics, value and other information of the actual goods, so that customs officers can check and verify.
Requirements of the consignee:
IOR Record: The actual consignee or the final consignee must be the Importer (IOR) on record.
Identification information: Saudi nationals and foreign nationals who import goods worth more than $100 in their private name must provide the same ID number as the Chinese ID number, which should be written on the VAT number on the shipping bill if the goods need to be delivered on their own.
In terms of the value of goods:
High value consignment: If the value of the shipment to Saudi Arabia is higher, such as the value of the shipment to Zahran is more than US $13,250, or the value of the shipment to Jeddah and Riyadh is more than US $2,500, there must be a power of attorney in the name of the importer (this power of attorney is valid for one year for the Courier company).
In terms of product certification:
SASO certification: For many products, Saudi Arabia requires SASO (Saudi Arabian Standards Organization) certification. The certification is a kind of quality and safety certification by the Saudi Arabian Standards Organization for products entering Saudi Arabia, and goods without a certificate may be rejected at the destination. Common products that require SASO certification include household appliances, kitchen power tools, perfumes, cosmetics, jewelry, motor vehicles and their accessories, building materials, coatings, paints, etc.; And medical instruments, medical products, food, military products, etc., usually do not have to do SASO certification.
Other certification: Some products may also need other certification or testing reports, such as battery exports to Saudi Arabia need ROHS reports, cosmetics, shampoo, etc. need lard testing, fat testing, toy products need EN71 reports and so on.
Packaging and labeling:
Packing requirements: The packing of the goods should be firm and safe to protect the goods from damage during transportation. For goods transiting through Dammam to the port of destination Riyadh, they must be reinforced with pallets, otherwise customs will impose fines.
Label requirements: Labels must be clear, accurate, and written in Arabic or English (for household appliances and power tools instructions must be in Arabic only). The country of origin must be engraved or embossed on the item itself, and the outer packaging and product must be silkscreen printed "Made in China" (" Made in PRC "is not accepted).
For logistics and transportation:
Accurate port of destination information: the port of destination is Dammam or transshipment of goods through Dammam, must show correct and complete consignee information on the bill of lading and manifest, and ensure the true and effective of the consignee company, including the name of the consignee, address, post office box, telephone, fax, etc.
Understand the shipping restrictions in advance: Understand the restrictions and requirements of different modes of transportation, such as all dangerous goods unloaded in the port of Jeddah, Saudi Arabia, must be cleared before unloading, otherwise the goods will be stranded on the ship and not allowed to be unloaded.
