Documentation requirements:
Commercial Invoice: Usually 4 copies of commercial invoice are required, on which the exporter should sign a legally binding declaration that reads "This is to declare that the product listed on the invoice will be exported and that the product is definitely produced in the country of export". If the importer requires the name of the producer to be clearly indicated in the invoice, it should state "The manufacturer of the goods is xx". The invoice must be certified by the Chamber of Commerce and certified consular.
Certificate of Origin: The exporter should sign a legally binding declaration on the certificate of origin, including the declaration of origin and the manufacturer's description, and consular certification is required.
Other restricted items: Weapons, drugs, explosives and other dangerous items are naturally strictly prohibited. In addition, some electronic products, medical devices, etc., may need to meet specific standards and certification requirements before they can be imported. For jewelry-type products, there are also certain restrictions, which do not allow random shipments to local.
Value and taxes:
Value declaration: The value declaration of the goods must be true and accurate, and customs will calculate duties and other taxes based on the declared value. If there is no valid purchase invoice or manufacturer's proof, Oman Customs will charge a cash fee of 20 Omani Riyals (~ US $52) for customs clearance of the goods, which will be refunded if the required documents are submitted within 90 days from the date of payment.
Tax payment:
Oman generally imposes a basic duty on imported goods, usually at a rate of 5%, but the rate may vary for specific items, for example tobacco, alcoholic beverages, cars, and some luxury goods may have a higher rate. In addition, as of April 16, 2021, Oman imposes an import VAT of 5% of the value on all goods imported into the country.
Customs clearance process:
Registration and Declaration: Oman currently has an electronic customs clearance system "Bayan" where shippers are required to register online on this official website, fill out the relevant forms and submit the documents required for customs clearance. At the same time, shippers or their agents are also required to register at the customs.
Cargo inspection:
Customs may inspect goods to ensure they are consistent with the information in the declaration documents, and the extent of inspection may vary depending on the nature of the goods.
Approval and release:
After the documents are complete, taxes are paid and the goods have passed the inspection, Customs will approve the import of the goods and issue the relevant customs clearance documents before the goods can be delivered to the final consignee.
